You should consider pulling Yangyang: Xuanling if you want a havoc damage main DPS. But you have to remember her team is very high investment, she needs both Chisa and Suisui on her team to function at the highest level, tho her dmg outmatches Phrolova by a ton.

PULL YANGYANG: XUANLING if you need a havoc main DPS. You want a negative status dps and will invest into her a lot.
SKIP YANGYANG: XUANLING if you already have Phrolova optimised and don't want a character that will do the same job, or you also have other NS teams and dont want another one.

You should consider pulling Suisui if you want another Negative Status Buffer other than Chisa, or if you don't have her. You should avoid Suisui if your negative status DPSes are Aemeath, Cartethyia and Zani; she can't buff them as much as Chisa. If you have Hiyuki and Yangyang: Xuanling, you should go for Suisui.

You should consider pulling Aemeath if you want to have a dual team character, since Aemeath can swap between Tunebreak and Negative status mode, making her have flexible team options.

In Version 3.5, Resonator Luuk Herssen is still a very good DPS unit . You must keep in mind his dmg falls off a lot if you don't have Lynae or Denia. So, to pull him, having either is a must at this point in time. His damage ceiling is also not very high, so you can't really increase his damage a lot by playing him better.
Should You Pull For Luuk Herssen?
He is definitely a very good pick if you want a spectro dps, yes he does work very well with Sanhua since he is a basic attack dmg character but his dmg will be very low.

PULL LUUK HERSSEN if you need a Spectro DPS unit and you have Lynae or Denia free in your account.
SKIP LUUK HERSSEN if you don't have either of them and don't want to spend resources on his team.

Lynae works best with Resonance Liberation–focused Resonators such as Aemeath, Luuk Herssen, Iuno and Xiangli Yao. However, her primary value comes from Liberation amplification. If you are not using or planning to use Liberation-focused Resonators, or if your account is centered on Negative Status–based teams, her pull value decreases, since these compositions benefit less from raw damage amplification.
