Similar to most mechanics in Where Winds Meet, unlocking the Pet system requires you to get the “Mind Communication with All Beasts”. This knowledge is earned by completing a brand-new side quest, located north of the central region, right at the Thousand-Buddha Boundary Stone.

Walk over to the quest icon and accept the quest. This initiates a cutscene in which you get to witness four cats. As the cutscene ends, a chase begins. You must follow the cats up the mountain terrain to reach the Cat’s Shrine. Along the way, follow the blue flames and keep on climbing the cliffs to reach the shrine. After reaching the Cat Shrine, you will see Meow Meow there as well.

Continue through the dialogues until you get the option to select one of the four cats as your pet. Once done, another brief chase down will begin with your selected cat. Get to the position of the cat within a minute to complete the objective. After that, your selected cat humbly agrees to become your pet, which unlocks the Pet system for you.
