The Cat Emperor is one of the two new World Bosses in Where Winds Meet that you can encounter in the Imperial Palace. It is a 4-Star Difficulty boss with no potential weaknesses. Although this boss fight does seem difficult, due to the fact that you cannot break his Qi, it is an overall easy world boss compared to the others. The reason why the Cat Emperor does not pose much of a threat is that his attack deals very little damage. Cat Emperor Boss Location
The Car Emperor can be found near the Imperial Hill Boundary Stone in the Imperial Palace. However, unlike the Gilded Lament encounter, the Cat Emperor is not readily available. Instead, you have to speak with Li Jingwei (NPC). As you find this NPC, speak with him and pursue the “Grand Carp” quest. After initiating the quest, change the time to the You Hour.
