Rampart is an interesting Season 30 case.
Respawn directly buffed her walls by increasing their health at lower EVO levels, increasing amplified-wall health, and reducing deployment time. Sheila also received a major movement-speed improvement while being spun up or rotated. Her passive additionally progresses locked weapon upgrades 50% faster.
Despite these improvements, Respawn itself acknowledged that Rampart has historically struggled to compete because she is strongest when she can establish a fortified position.
Verdict: Better than before, but still more dependent on player positioning and map geometry than top-tier flexible Legends.
Horizon
Horizon remains mechanically strong and can still create excellent vertical advantages, but the current meta gives several other Legends more consistent team-wide value.
Valkyrie
Valkyrie has fallen after Season 30's nerfs.
