How the Weapon Upgrades Work
Both the Leviathan Axe and Blades of Chaos default levels are Level 1, and each Frozen Flame or Chaos Flame you collect upgrades it and levels it up one by one, capping out at Level 9 once you've gathered all of them. You can bring these materials you collected to Brok or Sindri's workshop to apply the upgrade, and doing it will boost your overall equipment level as well as the raw damage output of that weapon.
